Article 58
College of teachers in the election of the rector
While the teaching staff provided for in subparagraph a) of paragraph 3 of article 22 is composed of less than 40% (forty percent) of doctors, the 60% (sixty percent) of electoral expression are distributed as follows form:
a) Full-time Ph.D. professors, whose electoral expression must represent at least 30% (thirty percent) of the votes;
b) Other full-time professors.

Issues relating to symbols, ceremonies, and academic attire are regulated by the University Council.

University day
1. Uni-CV Day is celebrated on November 21, the day of the foundation of the University.
2. The commemoration of University Day may be subject to regulation by the University Council.

Organic units and services
1. The current Departments are renamed Faculties, keeping the organic teaching, research, and extension units that already have the name Schools.
2. Without prejudice to the provisions of these Statutes, the organization and functioning of the organizational units and services comply with the provisions of the Uni-CV Organic Regulations and specific regulations.

Current regulations
The Regulations in force on the date of entry into force of these Statutes remain valid insofar as they do not contravene the provisions of these Statutes.
Article 63
Rector and other members of Organs central government and management bodies
1. The Rector elected on the date of entry into force of these Statutes shall exercise his mandate until its end.
2. The current elected members of the University Council continue in office until the election of new members, to be held within 90 (ninety) days, counting from the entry into force of these Statutes.
3. The members of the current Scientific Councils and Pedagogical Councils remain in office until the new Councils established by these Statutes take office.

students
1. Uni-CV assumes the principle of the centrality of students from different cycles of studies and courses in academic management.
2. University students enjoy the rights and are subject to the duties and other provisions contained in the respective Statute.
3. The Student Statute enshrines rules on specific prerogatives and obligations for Uni-CV student workers, students in mobility arrangements, and in other special situations, without prejudice to the provisions of the law.
4. Without prejudice to the provisions of the previous number, Uni-CV students have the right to freely organize themselves in an association.
5. The University Council designates, under the proposal of the Rector, the Student Ombudsman, who is responsible, under the terms of the respective Regulation, to defend and promote the rights and legitimate interests of Uni-CV students, through an independent and impartial.
Article 50
Teaching and non-teaching staff
1. Uni-CV personnel are subject to the general legal regime of labor relations, applicable to public institutes, being governed by the provisions contained in the Labor Code, without prejudice to the provisions of the following numbers and these Statutes.
2. The teaching staff and non-teaching staff of Uni-CV are governed by their own statutes, approved in the form of a regulatory decree, at the proposal of the Rector.
3. The statutes referred to in the previous number define the recruitment rules, the work and career regime, the rights and duties, the staff table, the salary scale, and other rules relating to the management of the respective personnel.
4. Without prejudice to the establishment in a specific diploma of the rules that define the statute of the University's teaching staff, the admission, access and professional development in the career of the teaching staff of Uni-CV obey the following rules:
a) Possession of a doctoral degree, for the purposes of entry, access, or professional development in the career;
b) Approval in a competition, which includes requirements and criteria of a scientific and pedagogical nature, for the purposes of admission and career promotion;
c) Merits proven in a public examination, based on the curricular evaluation and the performance evaluation at Uni-CV, for the purposes of career progression, without prejudice to the provisions of paragraph a).
5. Under the terms of the respective teaching staff statute, Uni-CV may recruit, under a fixed-term contract, individuals qualified with a master's or Undergraduate's degree and who demonstrate that they have the indispensable requirements for the performance of teaching functions at Uni-CV.
6. Uni-CV may also recruit, as guests or visitors, professors or national or foreign personalities of recognized merit, for the performance of teaching functions, under the terms of the statute referred to in the previous number and other applicable regulatory norms.
7. Individuals whose knowledge and skills are relevant to the development of teaching, research, and extension activities at Uni-CV may also be recruited as teachers, on a secondment, requisition, transfer, or mere service provision basis.
8. The provisions of paragraphs b) and c) of no. 4 and no. 7 apply to non-teaching staff, with the necessary adaptations.
Article 51
Oversight
Uni-CV personnel management acts that have financial implications are subject to successive inspection by the Court of Auditors.
Article 52.
General principles
Uni-CV's economic and financial management obeys, namely, the following principles:
a) Legality, rigor, and rationality in the use of means and resources;
b) Uniqueness of cash and budgetary discipline;
c) Efficiency and effectiveness of financial management acts and procedures;
d) Financial sustainability;
e) Transparency in management and accountability;
f) Concurrent and successive inspection of the General Finance Inspection;
g) Successive inspection by the Court of Auditors.
Article 53
Financing
1. It is incumbent upon the State to guarantee the Uni-CV the funds necessary for its operation, within the limits of budget availability and taking into account the University's own revenues.
2. State funding for Uni-CV is based on program contracts signed with the Government.
3. Research and extension activities may be the object of its own financing, through multi-annual or annual projects presented by Uni-CV, or through program contracts signed between Uni-CV and the Government.
Article 54
Financial management
1. Uni-CV collects and manages its revenues and, through them, satisfies the expenses inherent to the pursuit of its purposes.
2. Uni-CV may carry over management balances from year to year, as long as they are duly registered in the budget, upon approval of the same.
3. The creation and maintenance of accounts in commercial banks are not allowed without the proper authorization of the General Directorate of Treasury and access to the bank statement by the latter.
Article 55
Income and Expenses
1. The following are Uni-CV's recipes:
a) The appropriations granted to it by the State;
b) Income from its own assets or from which it enjoys;
c) Income from the payment of tuition fees;
d) Income derived from the provision of services and the sale of publications;
e) Subsidies, subsidies, co-payments, donations, inheritances, and legacies;
f) Proceeds from the sale of immovable property as well as other property, under the terms of the law;
g) Interest on deposit accounts;
h) Management account balances from previous years;
i) The product of fees, emoluments, fines, and penalties;
j) The proceeds of borrowings;
k) Income from intellectual property; and
l) Any other income that legally accrues to it.
2. The expenses of Uni-CV are those resulting from charges arising from the pursuit of the respective purposes, without prejudice to compliance with the applicable law.
Article 56
Management tools
1. In the management of Uni-CV, the following management instruments must be adopted:
a) Strategic plan or multi-year plan of activities;
b) Annual activity plan;
c) Budget;
d) Annual activity report, including project reports;
e) Management account.
f) Monthly and quarterly balance sheets, to be sent to the National Directorate of Budget and Public Accounting, in accordance with the law, accompanied by the bank statement for the period.
2. The strategic plan or the multi-year plan of activities covers the fundamental dimensions of university life, with emphasis on those of teaching, research, and extension, and is updated annually through the annual plans.
3. The annual report provided for in subparagraph d) of the preceding paragraph consists of a detailed balance sheet of the respective activities and must contain, inter alia, the following elements:
a) Reference to development plans and their execution;
b) Analysis of administrative and financial management;
c) Indication of the objectives pursued and the extent to which they were achieved;
d) Inventory of available funds and reference to how they were used;
e) Description of the movements of research, teaching, and non-teaching staff;
f) Elements about school admission, attendance, and success.
4. The report referred to in the previous number must be given due publicity.
5. The Management Account is submitted for judgment by the Court of Auditors, under the terms of the law.
6. The Management Account is also sent to the National Directorate of Budget and Public Accounting, for the consolidation of the General State Account, under the terms of the law.

The following legal and regulatory instruments are also applicable to Uni-CV, with regard to planning, budgeting, and accountability:
a) Basic State Budget Law;
b) Basic Law of the National Planning System;
c) Classifier of revenues, expenses, non-financial assets, and financial assets and liabilities;
d) State financial and property administration regime;
e) Financial and Public Accounting Regime;
f) National Public Accounting Plan;
g) Legal regime of the State treasury;
h) Law on the Organization and Process of the Court of Auditors and other guidelines of the Court of Auditors; and
i) Annual budget execution diplomas.
