The revision of the Statutes of the University of Cape Verde (Uni-CV) results from the approval of the Legal Regime of Higher Education Institutions (RJIES) by Decree-Law No. 20/2012, of 19 July.

Decree-Law No. 52/2013 of 20 December determined the composition of the college for the first rectory election and, intending to allow Uni-CV, headed by the new Rector, to present the proposal for adapting the Statutes to the RJIES, the deadline for submitting proposals to amend the Statutes was extended. The proposal presented by Uni-CV corresponds to a substantial amendment to the Bylaws and not a mere adaptation to the RJIES. Taking into account the importance of the public university as an instrument for the development of national higher education policy and considering that a substantial change to the Statutes is justified, after the first electoral process for Rector and eight years after the creation of Uni-CV, they are approved, under the terms of the present diploma, its new Statutes.

The new Statutes, now approved, assume the values ​​of academic freedom, scientific, pedagogical, administrative, financial, and patrimonial autonomy, solidarity, entrepreneurship, and the development of skills, internationality, quality, and academic excellence, the latter being of great centrality, seen from a strategic perspective that combines four fundamental and interdependent elements, namely: (i) the production of knowledge, essentially through scientific research; (ii) their learning through education and training; (iii) its dissemination, namely through information and communication technologies; (iv) its enhancement, through innovation and transfer to the economic and social fabric.

The Uni-CV University Council was heard.

Thus,

According to article 22 of the RJIES, which establishes the Government's competence to create, modify, and terminate public higher education institutions, adapting them to the affirmation of higher education, its quality, and relevance for the country's development; and

In the use of the power conferred by subparagraph a) of paragraph 2 of article 204 of the Constitution, the Government decrees the following:

Article 1

Approval of Bylaws

The Statutes of the University of Cape Verde (Uni-CV) are approved, attached to this diploma, of which they are an integral part.

Article 2

Revocation

Decree-Law no. 53/2006, of November 20th, amended by Decree-Law no. 19/2007, of May 21st, Decree-Law no. 11/2009, of 20 April 20th, Decree-Law no. Law No. 23/2011, of May 24th, Decree-Law No. 24/2011, of May 24th, and Decree-Law No. 52/2013, of December 20th.

Article 3

Implementation

This statute enters into force on the day following its publication.
