One of the first concerns of the educational authorities after independence was the training of teachers for secondary education, considering that in this field they depended on foreign cooperation and local recruitment of teachers without adequate qualifications. Thus, the "New Education System" project was created to express "the need for a profound transformation of the education system left by the colonial regime. This project provided for recommendations in this direction, in particular to improve secondary education and define the operation of the new teacher training college.
With the same objective of strengthening secondary education, the Secondary Teacher Training Course was instituted in Praia, under the tutelage of the Minister of Education and Culture, by Decree No. 70, of July 28, 1979.
