In 1995, the Higher Institute of Education was created with the aim of extending the purposes and scope of the mission of the Secondary Education Teacher Training Course, although it kept the objective of "initial and continuous teacher training". It is noteworthy that the ISE pursued as a priority the training of secondary school teachers, even if the goal of teacher training was general.

According to the Statutes of the institution, the ISE is a collective person of public law endowed with scientific, pedagogical, patrimonial, disciplinary, administrative and financial autonomy, which is ruled, subsidiarily, by the legislation applicable to personalized services of the State, and takes the form of a higher education establishment, i.e., one of the forms that public institutes have, according to Cape Verdean positive law (cf. Articles 1 and 2 of the Statutes).

As an establishment of higher education, the ISE pursues its purposes in the field of education, with particular focus on teaching, research, provision of services to the community and collaboration with national and foreign entities in activities of common interest (Art. 2.1).

As main objectives of the ISE, we can still highlight

  1. The initial and continuous training of teachers and other educational technicians in cultural, scientific, technical and professional aspects;
  2. To carry out research and experimental development activities oriented towards the improvement of teaching;
  3. The provision of services to the community in a perspective of reciprocal appreciation;
  4. The cultural, scientific and technical exchange with public or private institutions, national or foreign, that aim at similar objectives. (cf. art. 2 of the Statutes).
