The National Institute of Administration and Management (INAG) was created to succeed the Center for Administrative Training and Improvement (CENFA), with the aim of providing a training offer with a particular focus on the areas of administration and management. These initiatives were developed taking inspiration from the frameworks already existing in other Portuguese-speaking African countries, illustrating effective cooperation within the PALOPs in education and training.

According to its Statutes, INAG's mission is mainly to handle and manage training actions for employees and agents of the direct and indirect administration of the State, and of the autonomous administration. It also has as main objectives:

  1. Organize and carry out training and information actions for municipal elected officials on municipal management issues;
  2. Disseminate knowledge about Cape Verde's central and municipal public administration;
  3. Organize and carry out training and information actions for associative leaders on associative matters and on the participation of the associative movement in the exercise of public functions.

According to paragraph 2 of article 4 of the Statutes, INAG also has the following attributions

  1. To organize and conduct courses among which those that confer a higher level degree and other training actions, symposiums and colloquia, with a view to specialized training and professional improvement or updating of public administration employees and agents;
  2. Program and carry out training and professional improvement actions in the fields of initial or preliminary training, improvement, retraining, recycling and professional specialization;
  3. Conduct applied research in the fields of administration science, business management and legislation science, among others;
  4. Provide technical advice in its areas of specialization;
  5. Establish and maintain cooperative relationships with similar national and foreign institutions, promoting the development of programs of mutual interest
  6. To inform, through appropriate dissemination instruments, of the results of its activities;
  7. To support the formulation of training and professional development policies for the administration in articulation with the responsible government departments;
  8. Organize and carry out training/awareness actions for municipal elected officials and association leaders;
  9. Disseminate knowledge about public administration and business management;
  10. Promote the collection and processing of documentation of interest to public administration;
  11. Promote, develop or coordinate training actions, studies, projects and programs that are requested by other countries, in bilateral or multilateral cooperation schemes.
